Program Manager (Design & Construction)

Represents the PBS Regional Commissioner at top-level meetings with agencies, industry trade associations, key officials, congressional staffs and representatives of state and local governments on matters related to the business line. Serves on nationwide teams that provide advice and/or develop systems, procedures, and policies for use on a nationwide basis. Works closely with officials from Federal Acquisition Service to coordinate and provide total integrated solutions to customers. Provides leadership, vision and strategic planning for PBS. Develops goals, objectives, measures and strategies for program area. Develop major recommendations affecting the content, resources and functions of the program(s) managed. Establishes organizational structure, allocating workforce and financial resources, evaluating program objectives and operations, and delegating authority and responsibility as needed. Establishes, monitors and improves management controls for the efficient operation of assigned programs. Provide guidance, advice, and assistance to subordinate supervisors in carrying out planned projects and day-to-day operations. Guides methodology to arrive at the most practical means of obtaining scheduled objectives and unanticipated situations requiring adjustment of original plans. Responsible for keeping the Regional Administrator, Regional Commissioner and Deputy Regional Commissioner appraised of program accomplishments, policy recommendations, and long-range goals and objectives. Recommends changes in policy and procedures that would affect the operations of the business line, including advice and assistance on financial, administrative and overall management matters. Serves as the senior level of contact for the programs managed on matters related to programs, procedures and policy and provides advice to other GSA officials on all matters related to these programs in the region. The GS-15 salary range starts at $134,352 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience supervising and managing a branch, section or major program component of a performance based fee-for-service agency or organization that included strategic planning, operations management, business development, change management and service delivery. Technical expertise is required in one or more of the following:
real estate, construction, financial management, information technology, civil engineering or architecture, project management, acquisition, or organizational development services.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
