Lead Procurement Analyst

Senior Technical Duties:
Provide leadership, expert assistance and authoritative advice on interpretation of governing policy in the designated program area. Research and provide technical expertise to GSA personnel for the most sensitive, complex or otherwise controversial issues, utilizing all resources available. In those cases where existing agency policy does not cover the problem or issue under review, consult references such as United States Code and the Code of Federal Regulations, Comptroller General and GAO audit decisions, and other legal precedents available; interpret these legal sources, and develop definitive policy recommendations based on extensive analysis. Serve as a primary agency contact for key programmatic decisions in the occupational area related to the regional or headquarters organization. Provide critical analysis of pressing issues and required policy recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of the ongoing and/or new program issues. Serve as a trouble-shooter for program personnel on a diverse range of issues, projects, or concerns requiring an overview of the total agency operation with respect to resolving significant, controversial and/or otherwise highly charged situations. Serve as a liaison to high-ranking Professional Service and Human Categories (PSHC) personnel within the region and/or Central Office to convey information regarding program activities, agency policies and goals; to clarify procedures; and to interpret directives and/or other governing regulations as needed. Reviews and/or prepares highly technical reports and/or papers on important and extremely complex matters which influence not only the immediate work group, but which have widespread impact in term of current and/or future programs. Work with other recognized technical experts within the agency to develop a coordinated approach to unique problems or areas in which GSA, other Federal agencies or the private sector have previously not been involved or concerned. Participate in studies of national significance or of outstanding importance to the program area. Apply a wide range of qualitative, and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems. Reviews specific goals and objectives; monitors the sequence and timing of key program events and milestones and evaluates overall program accomplishment and significant contributions in terms of agency goals. Develop long range plans and recommendations as to the best methods to utilize to meet organizational goals, objectives and to adapt to changing needs based on knowledge of known and projected program or organizational requirements. Leader Duties:
Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. For each job on your resume, provide:

The GS-14 salary range starts at $114,219 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. You must meet the requirements in 1, 2, or 3 below:
All of the following:
(a) Completion of Training listed in Level I & II of FAC-C Course Requirements; or FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception:
If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. Waiver:
GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is contracting procurement experience and must have included:
interpreting laws, regulations, principles and policies to generate new procurement concepts; and providing expert technical leadership, staff coordination and consultation in a functional area of procurement.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
