Program Analyst

Program Analysis Duties:
o Conducts analytical studies that are of special interest related to functional activities and/or programs. Plans and/or directs special projects to identify operational problems, evaluate alternative solutions and recommend appropriate action(s). o Applies a wide range of qualitative and/or quantitative methods to assess and improve the effectiveness and management of assigned programs, processes, projects and systems. o Reviews specific goals and objectives; monitors the sequence and timing of Regional and/or field organization milestones and evaluates overall program accomplishments and significant contributions in terms of meeting regional goals. o Provides input and recommendations regarding projected operations, significant trends, recurring problems and similar management level concerns to organizations(s) impacted. Evaluates new or modified legislation, proposed regulations or agency guidance for projected impact upon the organization's programs, services and resources. Regional Training Program Management Duties:
o Serves as a key point of contact for regional managers on employee and organizational development approaches. Educates managers, supervisors, and employees on the processes and tools to conduct divisional needs assessments. Helps managers design and integrate competency-based performance guidelines into their human resource management system. Provides recommendations and proposes action plans to higher-level management on program direction and implementation. o Serves as an active participant on project teams established to evaluate workforce development issues and develop training programs and other initiatives designed to improve workforce performance.o Participates fully in the implementation of contracts and agreements for core business and soft skills training. Develops requirements or statements of work to acquire supplies, training, and webinars to meet the region's evolving employee development and organizational development needs.o Develops innovative approaches to evaluate the effectiveness of an assigned portion of training projects and initiatives. Applies a wide range of qualitative or quantitative methods to measure efficiency, identify problems, improve effectiveness, and recommend corrective measures or alternative approaches for implementation by management. Budget Analysis Duties:
o Working with OCFO, performs budget management related to regional training, travel and administrative expenditures for the BA 60 account. o Develops and formulates the annual regional training budget request for the coming fiscal year, furnishing basic assistance to managers in formulating, developing, coordinating, and integrating budgetary requirements.o Reviews training estimates submitted by program managers for compliance with rules, regulations and established procedures.o Implements and maintains control procedures for effective administration of the regional training budget to ensure that approved allowances are not exceeded. Purchasing Duties:
o Prepares all procurement requests, purchase orders, solicitations, contract awards, modifications and amendments. Purchases standard items of supply, equipment, and repair and alteration services for administrative and operating personnel in the field office. Performs purchasing support work for the Division and Region.o Processes payments to vendors, logs credit card purchases, and processes related corrections. o Maintain GSA Purchase Card for purchases. The GS-12 salary range starts at $81,283 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience performing work which requires examining organizational processes and procedures using a variety of objective (qualitative/quantitative) tools and analysis, and recommending appropriate modifications to further program goals and objectives.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
