Procurement Analyst

Provide sound contractual and policy advice and assistance to program offices and team members in carrying out their complex requirements. Develop and submit to the Director of the Procurement Policy and Support Division, region wide acquisition policies, ensuring compliance with all Federal statutes and regulations. Recommend corrective actions for deviations and coordinates responses with Central Office personnel. Evaluate and recommend disposition on requested waivers to statutory requirements. Responsible for ensuring the clause manual is current and that directives and instructions issued by Central Office are properly incorporated into procurement documents. Ensure that regional acquisition matters conform to regulations and policy. Provide over site and direction to the Acquisition staff in preparing responses to audits, inspections and Administrative inquiries (FOIA's) that come into the Center. Prepares technical and special reports for the Division Director. Reviews operating procedures, and automated data systems ensuring corrective action is taken to remedy deficiencies. Participate with the Division Director in conducting training for contract personnel to improve acquisition practices and in the formation and implementation of Center level strategies and Schedule Program plans. The GS-13 salary range starts at $96,656 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. You must meet the requirements in 1, 2, or 3 below:
All of the following:
(a) Completion of Training listed in Level I & II of FAC-C Course Requirements; or FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception:
If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. Waiver:
GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is contracting procurement experience and must have included:
interpreting laws, regulations, principles and policies to generate new procurement concepts; and providing expert technical leadership, staff coordination and consultation in a functional area of procurement.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
