Lead Program Specialist

Establishes and conducts an ongoing program for the purpose of evaluating regional maintenance management and procedures including inspections of all building systems and components to ensure equipment and systems are in sound/stable condition and capable of operating at specific performance levels. Maintains regional equipment standardization, test, and evaluation programs. Provides direction and coordination for performance profile surveys, equipment inspections, technical troubleshooting, maintenance evaluations and workload analysis. Provides technical guidance and assistance to the field offices in the accomplishment of program goals in the maintenance management and energy conservation programs. Develops and performs broad assigned projects to improve and validate existing programs, safety procedures, work methods, policies and procedures for the proper management, operation, maintenance and repair of building systems and equipment. Such projects represent high risk in terms of financial commitment, lack of established procedures, exceptional sensitivity and/or high profile clients. Prioritizes projects and coordinates work assignments with other specialists, engineers and Field Office managers, and craft personnel. Develops and/or recommends improved methods, procedures and systems to reduce costs without impairing effectiveness. Develops and/or recommends both low/no cost proposals, as well as major expenditures for systems, equipment, technology or facilities to increase productivity, improve service, reduce costs and conserve resources. Provides technical assistance to the field offices by responding to directives and inquiries related to associated programs. Provides guidance for maintenance work inspectors to maintain the standards of appropriate levels of building and building envelope systems in Government Owned and leased buildings. Provided guidance helps to improve building performance, increase tenant satisfaction, reduce unscheduled shutdowns, reduce equipment repair costs, extend equipment life and reduce replacement costs. Ensures field office concerns are represented in repair and alteration and projects by serving as a project team member providing important operations perspective feedback to the designers that can impact operating costs and building performance. Participates as Commissioning team member, ensures information obtained by operations personnel during new construction turnovers supports seamless transition and safe, efficient operations. Prepares and/or reviews workload documentation in conformance with the current guidelines in order to establish a basis for determining funding and/or contractor staffing levels for GSA owned or operated facilities throughout the Region. Initiates revisions when required by a change in workload inventory or production standards. Analyzes workload documents, special requirements, geographic considerations and market conditions to determine the most efficient and effective method to contract for building services. Prepares and analyzes cost and work measurement reports for building and building envelope systems and/or equipment. Based on this analysis, prepares contract specifications for operation and maintenance, (O & M), full maintenance, (FM), or commercial facility management,(CFM), type contracts. Makes recommendations for program funding with Field Office operations in all Government Owned and leased buildings relative to all types of building and building envelope systems. Serves as a member on Source Selection Evaluation Boards. Develops evaluation criteria, evaluates proposals and prepares a report of the results of the evaluation to provide sound and objective recommendations for the selection of contractor(s) from firms submitting proposals. Serves as a team member on annual delegated building inspections and biannual field office evaluations Management Analysis Review System (MARS). Is responsible for performing complete evaluation of operation and maintenance and energy conservation programs within the Field Offices. Inspects work related to such trades as heating, ventilating, air conditioning, high/low voltage electrical, carpentry, painting, masonry, sheet metal work and related trades. Prepares inspection reports for the purpose of identifying and recommending solutions to problems involving lack of personnel, materials, poor workmanship, conditions in need of repair and various other related concerns. Evaluates and determines the quality and quantity of repair parts and tools to reduce unnecessary duplication and variety, as well as to ensure that needed materials are on hand. The GS-13 salary range starts at $96,656 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Specialized experience is experience performing complex operational planning to direct and control daily operations and maintenance for a portfolio of commercial multi-tenant buildings. This experience must include:
developing and implementing an energy and sustainability plan to optimize automated building system interactions; performing contract oversight and inspection of maintenance and repair for mechanical equipment; establishing capital improvements projects based upon return on investment; determining feasibility for building integration; developing project requirements, scope, and standards for equipment replacement projects; and performing quality assurance inspections and monitoring the use of state-of-the-art building operating systems and technology.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
